Spanish pirates

6903 LSB - 0135UT-0150UT - Pirates in SS - sounded like they were
testing a transmitter - the guy with the stronger of the two signals
kept whistling every couple sentences - don't speak enough Spanish to
figure out much else - fairly high static level.
