The U.S. Department of Education was created with the primary stated
goal of increasing students' test scores, but test scores for 17-year-
old American students have remained essentially flat since 1970. The
department's budget has grown to a whopping $107 billion this year.
Per pupil, taxpayer-financed education spending (adjusted for
inflation) has risen by more than 200 percent since 1970 (and 150-plus
percent since 1980). Clearly and unambiguously, the department
deserves a grade of F.

The employees and bureaucrats at Education have been rewarded for
failure each year by ever-increasing budgets, which give them more
control of state education departments and local school boards. If you
reward failure, you tend to get more of it, and if you reward success,
you tend to get more successes. Thus, it is no surprise that test
scores have not improved.

Suppose Congress said to the department, "We are going to cut your
budget and payroll by 20 percent per year until test scores start
improving, and if they have not substantially improved within five
years, the department will be dust." What do you think would happen to
test scores?

The department was actually created to funnel money to the education
industrial complex. Government solves nothing. It simply rewards
favored interest groups. The Dept. of Agriculture sends tax money to
agriculture interests. HUD gives it to construction interests and so
on.

Nah - The Goal was to Improve the 'Educational
Process' {Higher Standards for All and More
Consistant Results for All} and the Metric was
'Test Scores' as a Measure for All . . .

The word 'industrial' is very wrong here.

You are trying to 'equate' the "Dept of Education"
to the "Dept of Defense" as having a large supportive
Industrial Base supporting the Educational Process.
BUT IT DOES NOT.

The better and more correct term would be
"Educational 'Process' Complex" sort of like
a Meat 'Processing' Plant moving the Product
Through and Getting the Product Out On-Schedule.

What Makes it a 'Complex' is the Layers in the
"Educational Process" : Pre-School -to- Primary
School -to- Secondary School -to- College and
University; plus the massive school infrastructure;
{industry} and educational materials system.

The Raw Material {Children} for the "Educational
Process" is Supplied by the Parents : Who are then
Taxed to Support It. Couldn't quite label the
Parents as 'Industrial'; and the Parents Do Not
Profit and Get-Rich by the "Educational Process
Complex"; the Parents are Taxed and Made Poorer
by having to support it.

The "Educational Process Complex" is in-fact very
much like a Meat Processing Plant : Good Meat In
=equals= Good Meat Out -but- Regardless of the
Quality of the Meat : The Meat Is Processed On-Time
and Shipped Out On-Time. Steaks, Hamburgers and Hot
Dogs all coming out at the same time.

A Very Basic Rule-of-Nature : Various Inputs Will
Naturally Result In Various Outputs [.]

=WRT= The "Educational Process Complex" : No Two
Children Going-In Are The Same =&= No Two Children
Coming-Out Are The Same -hopefully- Each Is Changed
To Be The Best That They Can Be : Within Their
Educational Processing Time.

IT IS A FALSE EXPECTATION : To Think that the
"Educational Process Complex" would yield Uniform
Results :
Steaks {Doctors} Only
Hamburgers {Mechanics} Only
Hot Dogs {Sports} Only
Instead the "Educational Process Complex" results
in a diverse mixture of all.

Fund All Aspects of the "Educational Process Complex"
to Produce the Diverse Mixture of Educated Citizens
Needed by a Complex Society.

Educate For The Need/Needs* : Not To The Abstract.
* The Need and Ability of the Individual
-and- The Needs and Requirement of Society.

College is the Right Answer for 15%~22% of those
who are going through the "Educational Process" :
While Something Else is What the 'Other' 78%~85%
Need and Deserve from the "Educational Process" :
DON'T CONTINUE TO SHORT CHANGE THEM {THE MAJORITY}
TO SERVE THE NEEDS OF THE MINORITY [.]

Too Much Educational Spending 67% is Being Done
to Educate the 15% -while- Too Little Educational
Spending 33% is Being Done to Educate the 85%
That's around 11~12 to 1 and morally un-just
and socially un-fair to the 85% Majority coming
out of the "Educational Process Complex" and
their Parents who are Paying for Educational
Enrichment of Others while Short Changing the
Education Needs of their very own Children.
