Well, a better question might be, "Would it be wise for Cuban citizens
to communicate with USA amateurs?"

I would imagine, a Cuban citizen would be wise to speak carefully, to
you, even if you sent them a cell phone card ... or even chatted them by
email ...

It is legal. However, there is an unwritten ham radio rule that you do
not talk politics or religion over the air. No doubt this is especially
true for Cuban hams. :-)

I've worked numerous Cubans on CW, RTTY and even heard Eduardo, CO8LY,
as we were both trying to contact the MIR space station on packet radio.
(Yes, I got through to MIR and have the QSL to prove it. Eduardo did not
get them on that pass.)
