Maybe back then it was un-needed and under used.

But Now All Public Radio Frequency Spectrum Is
Needed For The Greater Good To Serve The Most
People !

The Early 20th Century Need for Amateur/Ham Radio
no longer exists.

The Modern 21th Century Need for Cellphones and
Wireless Devices Is A Real Public Need and Serves
Society and The People.

The Public Radio Frequency Spectrum Needs To Serve
All The People All The Time : Not Just The Few
