attribute it to domestic politcal opposition rather than to a lack of
will on his part. Similarly, the inability to remove the prisoners
from Guantanemo was not because he did not try, but because his
political gadflies deliberately put obstacles in his way without
providing any constructive alternatives. When he tries to keep his
promises, but cannot only because of political obstructionsism by the
