It did not and would not have happened on Bush's watch. At best, he
would have flinched like he did at Tora Bora. Bush even stopped
talking big ("Dead or alive!") and started to minimize the
desirability of getting bin Laden (aka "sour grapes", see Aesop).
Bust he never would stop doing his regal strut and never stop kissing
bearded men in dresses.

Bush must have asked himself, "Will the people realize, once bin laden
is caught/dead, that it makes zero/zilch difference in their lives and
become angry?"

I think he thought, "Yes." And, moved to stop that negative action(s.)
