Just for the heck of it, I hooked up an old dx390. The noise was
ridiculous. But then, I now live in an area where all the lines are
underground. And, when I think about it, I must be hooking up that
receiver to hundreds, if not thousands of
routers/switches/faxes/print-servers/etc.

So, I went and quickly bread boarded a high-voltage isolator which would
pass rf and hooked it up to my powerline. It was even worse ...

Where do all these people live which can make use of these lines?

Is it any less important to keep possible noobs from thinking this is an
acceptable antenna today, then it was yesterday.

I swear, your logic has some noticeable "bends and kinks" in it!
