[From articles appearing in the May issue of RF Design and June's Ham Radio]
The last user survey was in 1975, and over 10,000 responses were received.
According to the National Bureau of Standards (NBS), the responses were
"invaluable" in carrying out the mission of the NBS since 1975.

The NBS is conducting a survey of users of all its time and frequency services,
such as WWV and WWVH shortwave broadcasts, WWVB 60 kHz broadcasts, GOES satel-
lite broadcasts, and telephone time-of-day service. NBS requests users to par-
ticipate in the _Time and Frequency Services Users Survey_.
The survey results will help NBS provide the best mix of services and levels
of service to the broad spectrum of users who depend on them. Feedback from all
kinds of users is needed to assure that the Bureau's finite resources for these
services are allocated in the most effective way.
The Survey form is available from: Time & Frequency Survey, Div. 524.00,
National Bureau of Standards, Boulder, CO 80303, or call (303) 497-3294 between
8 AM and 5 PM MDT to request a copy.

They did another survey in 2001, at which time a Usenet participant came up
with a much funnier version of it:
