I know one of the others gave a link to the slinky article, but one
article I've seen uses a cheap fishing reel with the line and weight attached to the bottom of the slinky. When in use, you just release the reel and the "antenna" extends. When not in use, you just crank it up out of the way and weather (and line of sight).
