That signal they analyzed is not HAARP. That is ANDVT, or Advanced
Narrowband Digital Voice Telegraphy.

HAARP sounds completely different.

If I'm not mistaken, didn't Art Bell also have an ANDVT signal on his
website claiming that it was HAARP?

I really don't know. I've never followed Art Bell. Do you know where there
is an authentic recording of the haarp signal ?

What is "Voice Telegraphy"? Does one send code using vocal sounds

ANDVT is "Advanced Narrowband Digital Voice Terminal." That's Terminal, not
Telegraphy.
