Looks like a Cuban cut numbers transmission. 1-0=ANDUWRIGMT. Was it in CW?
The Mossad stations don't send in CW, only voice using phonetics.

But I think the message was ROT-13'd or something. Looks kinda weird to
me. Like some language made of Roman Numerals and lacking vowels...

Looks like a Cuban cut number CW transmission copied through a CW copying
computer program or other machine that didn't copy it very well.
