Swinging s-l-o-w-l-y back and forth between very strong and clear
and "noise only". Listening in SW corner of Michigan here.

Where are you in Maine?
I'm in Lewiston, Maine and don't know very many people in this area that are
into SWL'ing.
I own 3 receivers, Icom R75, 2 Drakes, R8 and R8B.

I have a 70 ft random longwire facing east, west at 35 ft. and a McKay Dymek
Active Antenna at 40 Ft.

BTW, I couldn't hear that station either at 1400 or 1500 uct.

My guess is you're listening too early. Offical "FCC sunrise" at KSL
for November is 1415UTC, and this late in the month actual sunrise is
probably 10-20 minutes later. 26MHz won't be open for low-powered
signals like this until at least (Utah) sunrise if not an hour or two
later.

I'd start looking around 1600 and expect to hear it by 1800.

It's also possible the 26MHz transmitter is not on the air 24/7. It may
only be on the air during live remote broadcasts - maybe a Jazz
basketball game or something like that?
