It's easier just to get a clock that displays UTC. MFJ makes several.

I have a nice utility on my computer.
Alpha Clock (freeware)
http://www.irnis.net/
It resides on my desktop showing me
UTC all the time.
Small download... 39k zipped or
73k .exe
I can make it "stay on top" if I right click it,
then click the "About Alpha Clock" thing and
choose "OK"
Check it out if you want UTC on the desktop.

You are 6-hours behind UTC. 1:00pm CST is 1300 (24-hr clock time), plus
6-hours equals 1900-UTC.
