Most likely "Voice of Strait" from Taiwan. Broadcast from 1400 to
1700. But I show their frequency as 4900 (though that's splitting
hairs, of course).

The Chinese station Voice of the Strait broadcasts on 4900 from 1400-1700 in
the Amoy language which is used in South China and Taiwan. As I recall that
would be a broadcast targeted at Taiwan.
