If he does not have a high end receiver, it is doubtful any suitable
modifications could be made. The difference in frequencies between HF and
VHF/UHF is too large.

A Radio Shack PRO 2052 or Radio Shack PRO 94 are both good relatively
inexpensive scanners. They run between $200 and $ 300 US, but better quality
scanners are available in handheld models from other manufacturers that cost
two or three times that much. Bearcat and Uniden both have good scanners as
well.
