NewsGroups are a Public Forum (the Public Square) that is Open-to-All.

Posting or Replying to a Post in a NewsGroup is like placing a Public Notice.

* You as an 'individual' have the "Option" to also send a personal
{Private} eMail in your Reply.

* Note that this is an "Option" and is NOT Required to make a Reply.

* Choosing to 'send' a "Private" eMail on your part is a Willful
Act by You.

* Continuing to do so 'repeatedly' after you have been "Requested
to Stop": Can be 'considered' to be a "Violation" of the Law in
certain localities.


VT - AGAIN - You need not send "Private" eMails to participate
in these NewsGroups which are 'open' Public Forums.
