Sound compression on rebroadcasts?

Last night I caught the CBC radio rebroadcast of Radio Poland
programming. A few of the people interviewed had really irritating
voices. Then I noticed that most of the pauses that occur in normal
speech had been taken out, combined with a poor sound quality.

It sounded almost like a bad 'text to speech' computer program.

Why? Saving bandwidth on the satellite? I'd sure hate to listen to music
tampered with that way.

Probably saving time on the broadcast, so that they can fit the 4 min CBC
news every hour in at the beginning.
