Does anyone know where there is a complete and accurate listing of all

the
licensed shortwave stations in the US?

World Radio TV Handbook. Check Amazon.

Maybe even Passport.

In theis time of the internet, with al the information available online....

Does anyone really have to spend $20 for a book?

(That is probably outdated by the time you get it?)

NO Shortwave Radio 'list' or Resource is completely accurate [.]

Here is one to start with
WWW Shortwave Listening Guide - by John Figliozzi
SWL-GUIDE= http://www.anarc.org/naswa/swlguide/
Comprehensive Listings of Worldwide Shortwave Broadcasts
in English and Other Languages

CLICK-ON the "List Programs on at Current Hour on Current Day" feature
for the most likely SW Programs that can be heard during that time.

Wouldn't "where" you are listening/located have to be part of that
formula?

RP,

What is 'available' is after all simply "What Is Available" [.]

However - What You Can Hear - Depends... on many things:
- Your Radio/Receiver
- Your Antenna(s)
- Your Location and Shortwave Radio Band Propagation
- Your Ability as a Radio Listener and DXer
