As you've already heard, it's true that VOA is prohibited from broadcasting to the domestic market as a target audience. It is not prohibited for their signal to be =heard= within the United States, though. They do still enjoy hearing from domestic listeners, and last I heard will acknowledge reception reports. One of the local SWL clubs has even had visits from people at the Delano, CA broadcasting site in the past, although that's been a while back.
