Simply put, you can't rely on his descriptions, and from what I've
heard, the item in the photo may look much nicer than the one he ships.

What's the story? I was considering a radio of his.

In all his decriptions he hypes the condition of the product. I bought a
"like new" with box radio from him. One potentiometer on the front was bad,
and it had some scracthes on top he never mentioned. It also said it "is the
latest model number I have ever seen before" when it turned out to be a
pretty early model number. I was new to SWL listening and just trusted him
and fell for it.

After I received the radio I wrote him, telling him he's a cheat and asked
for some money back. He quickly refunded some money to my Paypal account. I
was scared to send it back really in fear of ending up with nothing.

Now on the fair side. Does the radio work?Yes it does. But that's not the
point. He's a bullcrap artist that can't be totally trusted. It's up to you.
Ask the right questions of him and save the e-mails. Pay with a credit card
just in case.
