Diego Garcia coming in very well this morning, along with the aircraft they are
working at 1243 on 13254.

Over the last year and a half, I've only been able to catch 13254 live,
once.
What is the 'background' tone that is heard here and on other USAF/USCG
frequencies?

Not sure. I don't really recall hearing a 'background' tone on 13254.
