Terrorist is an imprecise term. There is a tactic called Asymmetric
Warfare where an outmuscled adversary uses ''hit and run'' techniques
that frequently involve civilian targets. There is absolutely no
moral difference between that and bombing civilians with
intercontinental bombers or cruise missiles.

All prisoners should be protected. Including Americans.
