are there two station on 7115?
 
I hear the same thing. According to an old copy of "Passport to
Worldband Radio" Radio Moscow via Plovdiv Bulgaria has a program in
english and Kazakh radio (Kazakhstan) has a program with unspecified
language and location. The Russian Station is supposed to last till
0300 utc while the other stays on till 1450 utc.

This sort of thing is common on shortwave. Often two stations in
different parts of the world will broadcast to their respective totally
different target areas on the same frequency. Usually, this shouldn't be
a problem, since the signals are in two different locations on the
earth's surface, and there's little chance of them interfering in
either's target area. But if one is located in a third location where
the signals happen to cross, one will hear both at the same time. Many
SW listeners do not know this. I once heard Iran in Farsi and a Chinese
domestic at the same frequency and signal strength one morning around
1300 UTC. Being that they serve different areas on the other side of the
world, I have no real clue about how both ended up at the same signal
strength in Northern California. But I understand that there's some
things about radio propagation which even the scientists don't fully
understand.
