Very weak, mostly inaudible. There is indeed a noise as if an electric
motor at high speed was running in the background. (a big motor) The noise
is centered on 4028 KKz, disappearing within 2 KHz above and below the
signal.

Yes, that's it. I've listened to this station before and that noise is
always there. I'm going to have to do a little research, I think.
