He may well have, but look at the bright side. Unlike the Ace, he at least *HAS*

The other reason he says the same thing over and over and over again is he
doesn't want anyone to know how dumb he really is. If he attempted to make
any sort of intelligent response we would see who he really is. That is a
nobody with no vocabulary and not being able to form rational thoughts and
responses. He only knows 3 things:

1] How to wear a Diego Garcia "cap"
2] Turning on a Drake radio and turning the knob round and round
3] The words "tard" and "tote"

That's it. This is the extent of who he is and what he does in life. So
basically he tries to make believe he's part of the program but in all
honesty he's the real tard. Every time he says it the joke is actually on
him. So Dave, don't waste your time, energy on this non person.
