Niger?
 

Very bad famine reported with (as usual) too late international aide.
Anyone hearing radio from the area that's not the BBC? Expect this might be
in French.

Unfortunately there is currently no shortwave broadcasting from Niger.

Nigeria does, and in English. Nigeria is to the south of Niger. Channel
Africa (South Africa) might be another good source, if you can hear it
(probably better on the east coast of USA). France and Germany have
extensive Africa services in English. Again, reception will be better on
the east coast.
