FCC rules on 27.43~27.86Hz
 
The question came up to what legal users coudl be in the 27.43~27.86MHz
range.
http://www.access.gpo.gov/nara/cfr/waisidx_04/47cfr90_04.html
It lists 13 frequency allocations in tha range.

Took way too long to find this but I hope to find actual licensees
Tuesday over lunch at work.

Try the allocations chart in part 2, and read all the footnotes given
in the chart. Try 2.106, but it'll take a bit of time to download.
