IBOC and True Bilingualism
 
IBOC AND TRUE BILINGUALISM :
[ The Message is the Media and the Media is the Message ]
{ True Language Equality For All - Including English Only Speakers }

What - I have always thought was interesting is that :

"IF" - Bilingual Education is so important.

"IF" - Bilingual Voting is necessary and the Law .

"IF" - Bilingual Driver Testing is Mandated and the Law.

"IF" - Bilingual (Translators) are Required in Court [.]

"IF" - Bilingual News, Information and Programming
is available via the "SAP" {Second Audio Program}
Channel on TVs for Foreign Language Speakers and is
considered necessary in a Modern All-Inclusive-Society.

THEN - On All Foreign Language Broadcast Stations
'why' is their not a "SAP" Second Audio Program
Channel on the TV for the English Speakers to be
able to Hear (in their own language) and the truly
wonderful things that the Foreign Language Station
is Broadcasting. Think of the Greater Audience
potential and the increase in Advertising Revenue
for the Station. Plus the needs of 2nd and 3rd
Generation Foreign Language Speaking Families
who's younger members may be more comfortable
listening to the Programs in English.

LAW - It ought to be a Law that in any Demographic
Market Area where 5% or more of the Population
Is English Speaking that All Foreign Language TV
Programs have an English Language SAP Channel
for the English Speaking Citizens - It's Equal Rights !

INTEGRATING - "True Bilingualism" into IBOC
Implementation on Radio : Since the new IBOC
Scheme for both AM & FM Radio allows for additional
programming content. Shouldn't All Foreign Language
Broadcasters using the new IBOC Technology be
required to have a Second Audio Program (SAP)
Translating their foreign language content into English
for that 5% of more of the English Speakers living and
potentially listening within the Radio Stations Signal Area.

{ In A Modern All-Inclusive-Society : The Every Message Needs
To Be Translated Into English For All To Hear and Understand ! }

jobs, Jobs. JOBS !
Think of the Jobs potential for Bilingual Speakers when
this program of True Bilingualism is fully implemented
with every current and future Foreign Language Radio
and TV Program being Translated into English and being
available to the Greater English Speaking Audience.
Note - The FCC would have to set-up a completely new
bureau to handle the monitoring and compliance workload.
