From: George Moore, Director of IBB Engineering and Technical Services

Gentlemen,

Fiscal Year 2006 and 2007 budget constraints for the Broadcasting
Board of Governors require implementation of across the board
efficiencies so that our overall broadcast mission can concentrate
on its support of this country's war on terrorism. The nation's
need to secure and bolster its defenses against terrorism, the
terrible damage and cost of recovery caused by hurricane Katrina,
added to an already high U.S. Government budget deficit, means
that our broadcasting mission must become more focused.

In realignment of funding for 06 and 07, we have to reduce
shortwave transmissions throughout the network for most of our
broadcast services.

Approximately 90,000 transmission hours will come off of the
network. These reductions will provide greater flexibility within
the network for Engineering to realign its transmission assets to
achieve maximum effectiveness for its target areas. Operational
orders implementing these reductions will be sent to all
stations in the next few days, effective February 1st, that will
provide further details of the individual station reductions.

In addition to these reductions, it is possible that further
efficiencies will be necessary to meet the budgetary goals and
objectives that have been established by the President.

As you may "read" into this message, the next few years are
going to require the Agency to make very difficult decisions.

I'm providing you with as much information on the budget
situation as I can at this time. You may use the information
in this email to brief your staff, as they will be concerned
when they see the reduced schedule.

My skinny.fed govt does not like it that we Americans can get real news
from around the World via Shortwave Radio before the U.S.Ministry of
Propaganda can whitewash it,,, or make it disappear.,,,,, My
skinny.(can't y'all read between the lines? I can.If their (fed govt)
lips are moving,They Are Lying!)

English language version,unless you know the Russky language,I dont)

Maybe not Eminem, but corrupting the minds of youth with MTV is a good
idea. The population of the Muslim nations is quite young, so MTV
mind-programming would work well.

With all that is going on in the world I would not expect VOA to cut
back on anything.


I wonder if this is the work of the same morons who think that Eminem
will sway terrorists from killing us. The oppressed Muslim masses don't
need to hear news and shows from the American viewpoint; they need to
hear RAP MUSIC! Brilliant! With geniuses like this running the "winning
hearts and minds" op, we're surely doomed. They'll listen to Snoop Dogg
and be newly energized to blow us up, secure in the knowledge that
America is indeed degenerate and evil.

I say that if the incompetent federal government can't effectively
represent America's interests on shortwave, then private individuals
need to step up to the plate and work on broadcasting American views to
our enemies. We need to rent transmitters, produce programs, and get
those programs translated into the major languages of the Middle East,
including Arabic, Farsi (Iran), Urdu (Pakistan), Pashto, Dari
(Afghanistan), and the tribal dialects of the Hindu Kush where Osama
hides out. Most of these languages have speakers in the US.

When our enemies can more readily hear news from the Netherlands than
from the US, the US has a big problem.

They've cut 247 shortwave transmission hours per day. That's around 90,000 hours
per year.
