Not too many years ago,the Chinese stepped into Tibet and they raided
Tibet and they destroyed many of Tibets statues and many other things
Tibetan.That is probally why that jammer is there.

The communists have occupied Tibet for decades and have been practicing
a form of genocide. To the American government, it appears terrorists
who need looking after only occupy oil rich countries.
