Yes, strange this morning -- at one point the range from 15 - 20 mhz
was
absolutely silent, then suddenly WWV back in at + 30 .....

HAARP has nothing to do with it. It is the solar wind.

Well, if one is really afraid, one should live in a lead lined chamber 20
feet into solid granite s. Just remember that neutrinos and cosmic rays
are probably more powerful. Neutrinos can fly unimpeded through the earth
and out again by the billions. Also, since the earth's magnetic field is
weakening rapidly, more auroras are possible and so is brain damage from the
radiation thereby capable of reaching us through that weakened field. Not to
worry, it could be thousands of years yet before the poles change LOL.

The same is happening here out on the West Coast in Huntington Beach. I
find that daily the 21 mHz is totaly dead! The 17 mHz band is about half
dead with only USA and New Zealand stations coming in okay. From 15 mHz
downwards, stations from the Pacific Rim and Africa are coming in all okay.

I noticed yesterday afternoon that WWV from Hawaii was coming in fine,
but not Colorado. 15MHz, SF Bay area.

21 MHz band has been poor for months. 17 MHz band has been good but I
did not tune it in today. I don't get WWV on 20 MHz much the last few
months.

But did you hear the GPS status report? At 0:44 UTC, WWVH played
that, but it was about 20% slow! The propagation report at 0:45 was
on the right speed. (I'd have expected that to be on a computer by
now, I guess they still use analog tape..).
