Weird USB activity 7060 at 23:30 UTC
 
Hearing conversation, seemingly in USB, though I'm having trouble
getting it fully dialed in. Seems like a foreign language, but I don't
recognize it. Coming in very loudly here in Wisconsin on my Satellit
800 off the whip. Any ideas?

That's an amateur radio band and LSB would normally be used.

Canadian amateurs operate lsb from 7050 to 7100. A daily net is heard
at 7055 and you may hear French-speaking hams and others in the band.

To decode LSB, you'll need a radio with LSB decoding capability, which I
don't believe the 800 has. Most cheap radios that have SSB simply have
an "SSB" button which is used more for muting QRN/M than for ham
listening. For ham reception you'll need a tabletop. FYI.

No, the Sat 800 has both LSB and USB. I tried the frequency again after
reading dxAce's post...heard what sounded like slightly over-modulated
voices using USB, but only heard chirping with LSB. Oh well, not a big
deal.
