Any time you put 2 or more frequencies into a non-linear stage the sum
and difference of the 2 frequencies are also seen at the output, along
with sum and differences of multiples of the funamentals and the
intermod products.

Not always a bad thing. Your superheterodyne receiver mixer stage
uses the priciple to produce the IF. This is where the harmful IM
products can be produced as well, but good receiver design minimizes
their damage.

For over-the-air he government generally doesn't regulate them except
in the broader sense of specifying the maximum amount of energy that a
station may transmit outside of its channel and ''good operating
practice''. There are specific IM distortion rules regarding cable
transmission.
