The NYFD radio system was known to be broken well before 9-11 and
Giuliani never showed any interest in fixing it, let alone going after
the fraud.

I live in the NYC suburbs and a neighbor was a retired NYFD
communications engineer how used the phrase like "criminal fraud" and
"firemen will die" in reference to the contract for the then-new
system. This was before 9-11.
