Anyone know if you can do Pactor III but using the sound card in the laptop?

Frank,

1. No, "Windows" or "Linux" (Mac?)will not have fast enough switching
times to allow sound card use of any Pactor mode. Hamscope and MixW
will allow receive of some Pactor signals but not transmit. I think
there is a lot of discussion about this fact. Search www.google.com
on "Pactor".

2. Pactor III is licensed by SCS and you need a license from SCS to
use it: http://www.scs-ptc.com/pactor.html
