Is this a legal phone?
 
Today, the DC City Council enacted a new law that would
make it illegal to use a hand held cell phone while driving,
unless you also use a "hands-free" device. The fine would
be $100 (no points) but if you show up for court and
bring along a "hands-free" device, they will erase
the fine.

My question is: If you look at the photo link below,
would it be legal to use the hands-free phone in this
picture?

dialing, or hanging up!

That's what we would call the "Poor Man's" hands-free device. I have also
seen the model which used duct tape! I wish the city I lived in had these
laws!

The whole country I'm living in has that law.. doesn't do a thing about the
problem. After all, what's the law to do when 50,000,000 people have cell
phones in a country of only 54,000,000.. and 70% of those drive? Yes, there
are a lot of hands-free units, and they are in wide use.. but there must be
over a million people that don't bother to use them. And guess what? Here
they have a helluva lot of cops, but not many of them are ever out on the
highways. Most of the highway policing is done with bubble gum machines
mounted on poles at the side of the road every half a kilometer, and with
radar speed cameras every few kilometers..

Now, if they DO manage to bust you using a cell phone with out a handsfree
while driving, you get a fine of something on the order of $2000 (or the
Korean equivalent), but when traffic in the cities is bumper to bumper
almost 24/7, that's not likely unless you are supremely unlucky. They also
have $1000 fines for not using seat belts (and they have cops standing on
street corners watching for violators on that one).

Here what gets me.
Most of these stupid laws mention cell phones only. What about those
"onehander" CBs with all controls in the mike? Or police driving around with
cells and two radios and laptop computers and there trying to use any two of
them. Truckers are often seen with laptops on the wheel using map programs,
as they CB for info and drive down highways.
Stupid Government! What about voice dialed cells with auto answer? It's not
hands free 'cause you've got to hang on to it but where's the difference
between that and a police radio mike?
Not to mention all the other "hand tasks" that are performed on our
highways... makeup, newspapers, changing clothes, reading mail, sexual acts,
the list goes on and on, but doesn't get any publicity. Her ewe have a law
that called driving while impaired, it's nothing to do with drinking either
but used when you are seen driving with leg cast on and the like.
ALSO there are nice catch-all laws now on the books Driving Without Care and
Control, and Driving Without Due Attention!
