So 167.XXXX isn't at all clear when you're dealing with a frequency.

Point taken. However, if that is the band you are going to use, getting
another crystal isn't that difficult or expensive. If you are staying
within 1-3 MHz of the original frequency you probably don't need to
retune the unit. The tone reeds tend to be more expensive and I have
found that you can almost never get a used pager with the ones you need.
Again, just offering up an opinion and no offense intended.
