Eliminate the current segregation of the CW bands by license level and
institute a band plan based on transmit speed. We could have Low speed -
5
wpm, Medium speed - 12 wpm and High speed - 20 wpm band sections. Even if
you have an Extra license, you need to stay out of the "Fast Lane" unless
you can keep up with the traffic.

I disagree. It's not like driving where it would be dangerous to be going
slowly in the fast lane. Instead it is more like, oh say tennis, if you
really want to improve, you work with the best even if you can't yet match
them.
