I think that's premature, Steve. The NPRM is still open for comments, which
means that FCC can still change things. The focus right now should be on NPRM
comments. There are many points to be made about the various provisions of the
NPRM. Note that BPL has *not* gotten an unconditional go-ahead from FCC - they
have a number of requirements to meet. The focus now should be on getting
specific, hard-and-fast definitions of those requirements, by paragraph and
exact wording.
