The basic frequency of SPSU is usually in the range of 40 - 60 kHz. I
see no reason why the cores should be optimized for 400 Hz. Moreover,
the waveforms in SPSUs are rich of harmonics. According to Miro OM3CKU
at

transformer toroid cores from PC SPSUs are suitable in HF baluns up to
150 watts and in ATUs up to at least 50 watts.

If they are the toroids used in the switching power supply as transformers,
they are not very good for RF. They are probably powdered iron cores
optimized for a frequency like 400 Hz. Most baluns use ferrite toroids
optimized for a range of RF frequencies.
