The Department of Defense Directive 4650.2 defined it. AR 25-6,
AFI 33-106, NTP 8(C) of the three major military branches
regulated it. MARS is military.

You cannot because they don't exist. MARS is a MILITARY radio
service, has always been so since 1925.
