I don't think "special event" licenses are available in the US, the way they
are in Europe. And if you are looking to set up next week, you're about
two years too early to get an expermental license through the FCC. That's
probably the only way to do it.

As far as actual equipment goes, you can get a complete outfit from Klay
Anderson Audio for under $100k, I think. They outfit a lot of vans for
special event broadcast facilities and for the US military.
