Listening to those frequencys has always been legal.

Owning a radio that can transmit on those frequencies is illegal,
unless you have a license.

Bovine excrement! TRANSMITTING with that radio on certain frequencies
may be illegal; merely possessing it is not. You can LISTEN using any
radio you want to pay for, no license required. We've been around that
block before, Aanal Aaron, apparently you haven't learned anything
yet.
