Dunno about jamming cable tv, but a handheld CB and a little duct
tape on the trigger can play havoc on one's CB ears.

Thanks. I am hoping to locate a circuit that I could build that would be
somewhat simple and fairly cheap. A completely disposable solution that could
be 'launched' and forgotten about.

I will of course keep the walkie talkie taped down as a backup.
