That may have been and still may be the case; however, one only has to look
at the music industry. They sued some of the file-swapping networks and
others appeared. Finally, they started whacking the users. The whacks
given to the college students were likely not far out of line the whacks the
FCC may (or may not) start leveling at folks running improperly
operating/unlicensed/whatever. Perhaps and perhaps not. I wouldn't bet a
nickel either way, let alone 17 grand

Nobody else get the license. Just like in the old days of CB, they finally
dropped the license idea after everyone had one. it ran out of controll.
Still does today. AMps, out of band,ect.
