I think I understand: Licensed amateurs never violate a Rule? I
don't believe that for a second. I suppose you never use more
power than is needed for a QSO? That's a Rule. You never cause
interference with another QSO? That's also a Rule. You never jam 2
meter repeaters? That's also a Rule, and one we know you've violated.
