Default Motorola UHF Mobiles Advice

I purchased a Motorola Maxtrac Model #D44LRA77A5DK and a Radius Model
#D44MJA77A3CK. Both are UHF 40 watt radios mid split.

I have tried programming them and they accepted the programming,
however, when I transmit, the watt meter goes to full power for a second
or two and then drops back where it does not read anything at all.
However, I can still detect the presence of a signal on my service
monitor (the signal is off frequency).

It is almost like it is looking for some sort of ACK signal from a
trunking system or something like that.

I have played around with the various parameters in the programming
including simplex channels, repeater splits, etc.

I let a friend of mine look at them and he is pretty much up on Motorola
equipment, especially the mobiles and he cannot figure these out.

Anyone with any suggestions, I would appreciate it.
