This is so, but you asked specifically what
right the US government had to set
regulations, it was stated that if you were a US
citizen, it was granted by the Constitution, and
by treaty.
Further, the ITU does have worldwide
jurisdiction, and they are the ones who write
the treaties, and every country is a signatory.

LOL..man, do you still have plenty to learn. "EVERY" country is NOT a
signatory. Shoot, you don't even know how many countries exist, (Nocodes
like yourself are inexperienced at HF and wouldn't have a clue
concerning such information) let alone conjure some story of how you
they ALL belong to the ITU and obey such..LOL!,,,If you had a clue, you
wouldn't have been reduced to hiding your shamed carcass and referring
to yourself as a female and seeking another access...LOL! Enjoy
yourself, as no one else does..haha!
