I am not sure that it still exists but, for years,

we had a Pirate radio station that was just

outside of UK waters... the Gov. couldn't touch
them.

Bottom line......for all practical and intent purposes, the United
States consider LICENSED stations AND operators under its jurisdiction
governed by the laws set forth by the FCC. It's why those fishing boats
were popped not too far back for conducting their business on the
freeband...they were way out in the Bering Sea, but they were registered
US crafts.
