It sounds like the balun at the loop's feed point is
adding inductance, not capacitance, wouldn't you think?
As for the 'why' of doing it that way, I can think of
several reasons, both intentional and not, ranging from
a "lets see what happens", to "oops, forgot to disconnect
the thing"...
